I'd also say the free Acid Lab installation and the discounted Brickade 6x6 make this a good week to set yourself up for later.

The Gun Van stock is decent too, especially if you like being prepared instead of scrambling mid-fight. The Battle Rifle is on sale, the Baseball Bat is free, and the rest of the list covers the usual throwables, armor, and a few useful guns. By the end of the week, the smartest move may just be to collect the freebies, grab the discounts you'll actually use, and save the rest for the heist update.
